On Tuesday November 14, 2017, at 3:39 p.m., North Precinct and Transit Division officers responded to the Denver Avenue Transit Station, located at 8399 North Interstate Avenue, regarding the report of a stabbing.

As officers responded to the area they learned there was a fight on the TriMet MAX train and the victim was stabbed during the fight. Officers arrived on scene and provided emergency first aid to the adult male victim. Emergency medical responders arrived and provided additional medical aid and transported the victim to an area hospital by ambulance with what is believed to be a non-life-threatening injury.

Based on information learned during the preliminary investigation, officers located, contacted and detained an adult male suspect on a TriMet MAX train at the Rosa Parks Transit Station, located at 6598 North Interstate Avenue.

Members of the Portland Police Bureau Detective Division's Assault Detail and Forensic Evidence Division will assist with this investigation.

TriMet MAX Yellow Line service is currently disrupted. Please go to TriMet.org/alerts for updates.

Officers continue to investigate this incident and ask anyone with information to contact the Portland Police Bureau non-emergency line at 503-823-3333.

Based on information learned in the investigation, there is not believed to be a danger to the community.

Gresham, Ore. -- A missing 12-year-old boy who ran away from his parents shortly after 1:00 AM from a hotel in the 17700 block of NE Sacramento St., Gresham has been located safe and unharmed and has been reunited with his parents.

Around 1:00 PM, Maliki Skutley was spotted by an observant citizen getting into a car in the Cherry Park Shopping Center in the 2500 block of SW Cherry Park Rd., Troutdale today. The citizen recognized Maliki from an earlier news story, called 911 and stayed on the phone until officers from Gresham Police Department and the Multnomah County Sheriff's Office could arrive and confirm Maliki's identity.

The driver of the car, an adult male associate of Maliki's, is cooperating with the investigation and is being interviewed by Gresham Police Detectives. No arrests have been made, so the driver's identity is not being released.

Detectives Need Public's Help Finding At-Risk 15-Year-Old Girl

November 14, 2017 -- Washington County Sheriff's Office detectives are asking for the public's help finding 15-year-old Ashley Jarrell, who ran away from her home in Aloha on October 18, 2017. Her family last spoke to her by phone on November 5.

Detectives believe Ashley is at risk of becoming a human trafficking victim and has a history of being lured by adults during past incidents.

In the past, Ashley has been known to stay in downtown Portland, Beaverton, Aloha, or Vancouver, and she has also taken trains to other states. At this point, detectives do not have specific information on where she may be.

Ashley is described as 5'1" tall, 110 pounds, with shoulder length hair and hazel eyes. Ashley's hair is naturally light brown but may be dyed another color. Ashley functions at the level of an 11-year-old child. Ashley may also give the name "Latoya Sanchez."

Anyone with information on Ashley's whereabouts is asked to call non-emergency dispatch at (503) 629-0111.

The Portland metropolitan region remains an active area for human trafficking. The Sheriff's Office conducts regular missions to identify and arrest human trafficking suspects, as well as to find and rescue both underage and adult trafficking victims.

The westbound SR 14 off-ramp to Evergreen Boulevard will be closed from 5 a.m. to 3 p.m. this Wednesday, Thursday and Friday - November 15-17 - for work on a City of Vancouver water improvement project.

Drivers should watch for signs indicating traffic changes and be alert to construction activity. Outside of ramp closure times, motorcycles should exercise caution in presence of steel plates over portions of the roadway. Work in this SR 14 ramp is scheduled for off-peak periods to reduce impacts to commuters who use Evergreen Boulevard to travel home in the evenings.

The city's project will renew and extend the life of an existing water main that crosses beneath SR 14, from East Evergreen Boulevard to Southeast Evergreen Highway, east of Chelsea Avenue. Rehabilitating the water main is also expected to require daily ramp closures of the westbound SR 14 off-ramp to Evergreen Boulevard from 5 a.m. to 3 p.m., Monday through Friday, starting late in November or early December.

WHO: Soldiers from U.S. Army Pacific (USARPAC), Oregon National Guard and the People's Republic of China (PRC) People's Liberation Army (PLA) Southern Theater Command.

WHAT: U.S. and PLA Soldiers will participate in a Disaster Management Exchange (DME) in Portland and Camp Rilea, Oregon, from Nov. 13-19 2017. This is the 13th iteration of this exchange between the PLA and USARPAC. The DME is designed to maximize hands-on, side-by-side interaction with the PLA on Humanitarian Assistance and Disaster Relief (HA/DR) operations and enable sharing of real world lessons learned. The DME consists of an expert academic discussion (EAD), a table-top exchange (TTE) and a practical field exchange (PFE).

WHERE: Camp Rilea Armed Forces Training Center, 33168 Patriot Way, Warrenton, OR, 97146 (Meeting at front gate).

MEDIA DAY: 18 November 2017
Media link up time is 8:00 a.m. at the front gate to Camp Rilea. Media will be credentialed onsite and transported by bus to the training sites and returned to their vehicles. Bus departs at 8:30 a.m., time is 45 minutes at each site, and returns journalists to their vehicles at 11:00 a.m. Training sites are all outside, so please come prepared in case of rain. FBI agents, with the assistance of the North Bend Police Department, arrested Kirk Douglas McAmis, age 53, based on a criminal complaint charging him with distribution of child pornography. The arrest, made on November 9, 2017, was without incident.

North Bend Police Investigators are making contact with persons and organizations in the community where McAmis is known to have had contact. Anyone with concerns about interactions between McAmis and other persons known to them should contact the North Bend Police Department at (541) 756-3161.

McAmis is currently lodged in the Lane County Jail. A criminal complaint is only an accusation of a crime, and all defendants should be presumed innocent until proven guilty.

Assistant United States Attorney Amy Potter is prosecuting this case.

The Foster-Simmons House in Eugene, Lane County is among Oregon's latest entries in the National Register of Historic Places.

The Foster-Simmons House, located at 417 E 13th Avenue, in the West University neighborhood of Eugene, is listed in the National Register of Historic Places as an excellent, nearly intact example of the Craftsman style of residential architecture. It was built for $3000 in 1913 by attorney Orla H. Foster and his wife, Maidee, who lived in the house until 1921, when it was sold to Earl C. Simmons, owner of the E.C. Simmons Ford Dealership. After passing through a series of short-term owners, the house was offered for rent to University students beginning during the 1930s. From the 1940s until 1975, the home was owned and occupied by Mabel and Elroy Reagan. Since 1975, the house has been the home of the Eugene chapter of Young Life, a Christian youth support and development organization. The three-bedroom house displays many characteristic features of the Craftsman style, including varied exterior siding and window types, open eaves, a projecting front porch with heavy concrete piers and exposed structural elements, and a modest porte cochere. Interior elements include an open floor plan, built-in features, and an abundance of simple but elegant woodwork. The house retains a high degree of interior and exterior integrity, and clearly conveys its style and period of construction through its original form, features, and materials. As one of only six single-family Craftsman dwellings in the fragile West University area that have been evaluated as being National Register-eligible, the Foster-Simmons House is a stand-out example of its type in the neighborhood and in Eugene.

Oregon's State Advisory Committee on Historic Preservation recommended the Foster-Simmons House for nomination during their June 2017 meeting and on October 30, 2017, the house was formally listed by the Keeper of the National Register in Washington DC. The Foster-Simmons House is now one of 61 buildings in Eugene that are individually honored by listing in the National Register. The National Register is maintained by the National Park Service under the authority of the National Historic Preservation Act of 1966.

The Reed-Cobb-Bowser House and Barn in Merlin, Josephine County is among Oregon's latest entries in the National Register of Historic Places.

The Reed-Cobb-Bowser House and Barn is located on Merlin Road in the unincorporated town of Merlin, approximately seven miles northwest of Grants Pass, in rural Josephine County. Built in 1910-11, the 2-1/2 story Craftsman-style house is associated with early 20th century movement in many parts of western Oregon to promote residential-agricultural development on relatively small, usually 5 to 10-acre parcels. In 1909, a group of wealthy investors led by brothers William T. and Franklin E. Reed began purchasing property around Merlin for the purpose of both speculating on the land itself and fostering the development of an orchard economy in the area. The Reed-Cobb-Bowser House was originally built in 1910-11 as the headquarters and clubhouse for what became known as the Country Club Orchard development, as well as the residence of William T. Reed's daughters, Grace and Marian Reed. Though initially successful, the project soon faltered, and by the early 1920s, undeveloped land began to be sold off to satisfy debt. The house remained in the ownership of William T. Reed, who, upon his death in 1924, passed ownership to Marian and Grace. Grace lived in the house with her husband, Everett Cobb until 1936, when the house was sold to miner Heber E. Bowser and his wife, Clementine, the wealthy heiress of Portland family wealth. Clementine, in addition to owning and managing several successful mines in the area, was also a well-known equestrian, and is responsible for the large and well-appointed horse barn that accompanies the house on the National Register. In addition to its association with the events of local development, the house is also recognized as an exceptional example of the Craftsman style of architecture, widely popular across the United States during the early 20th century.

Oregon's State Advisory Committee on Historic Preservation recommended the district's nomination during their June 2017 meeting, and on October 30, 2017, the house and barn were formally listed by the Keeper of the National Register in Washington DC. The Reed-Cobb-Bowser House and Barn are the second property in Merlin, Josephine County, to be listed in the National Register. The National Register is maintained by the National Park Service under the authority of the National Historic Preservation Act of 1966.

The Redmond Downtown Historic District in Deschutes County is among Oregon's latest entries in the National Register of Historic Places.

The Redmond Downtown Historic District embraces the historic commercial core of Redmond, including 43 downtown buildings located primarily along SW 6th Street roughly between SW Forest Avenue and SW Cascade Avenue. The historic district reflects the period of economic and commercial growth in Redmond between 1910 and 1960, beginning with the years shortly after the founding of the city, when the earliest remaining downtown buildings were constructed, up through the end of major expansion in the post-World War II era. During this period, the population of Redmond expanded from 216 in 1910 to 3,340 in 1960. Architecturally, the district demonstrates the continuity of dominant design styles during the pre-war period of the twentieth century, including Colonial Revival, Classical Revival, Art Deco, and Streamlined Moderne styles, and extending to the early post-war architectural styles, in particular, the International Style.

Oregon's State Advisory Committee on Historic Preservation recommended the district's nomination during their June 2017 meeting and on October 30, 2017, the district was formally listed by the Keeper of the National Register in Washington DC. The Redmond Downtown Historic District is now one of six listings in the National Register, and the second historic district in the city to be listed. Peacock Lane, a small, distinctive neighborhood comprising 32 residences located between SE Stark and SE Belmont Streets, in place of SE 40th Avenue in the east Portland grid. It was developed as a small, planned community between 1923 and 1930 by Richard Fleming Wassell, real estate developer and designer of most of the houses in the district. The district is well-known throughout the City of Portland for its collection of uniquely unified residential architecture, all of which reflect Tudor Revival and English Cottage styles based on medieval European precedents. The Peacock Lane Historic District is listed in the National Register of Historic Places for its unified architectural design language, and for its early accommodation of the automobile, most notably demonstrated by the inclusion of attached and detached garages on every property. Welcome to the Oregon FBI's Tech Tuesday segment. This week: building a digital defense against new version of the Business Email Compromise Scam.

We've talked about this kind of scheme before. The traditional scam starts with Company A, Company B and the fraudster who jumps in between the two. The scammer uses an email address almost identical to the one used by a business executive at Company A as he communicates with a vendor or customer at Company B. The scammer is trying to convince that vendor at Company B to route a payment into the scammer's personal bank account instead of the Company A account. Usually the businesses have a long-standing relationship, and a request to have a big dollar invoice paid by wire transfer doesn't raise any flags.

The newer version of the scam that we are talking about today goes one step further. The scammer isn't just pretending to be the CEO or CFO of Company A -- he actually takes over that persona. He has hacked that executive's email account, and he can get in to read, receive or send emails at will. As an added twist, he can set rules within the email account to automatically forward to himself any email that includes a particular keyword or is from a particular sender. The emails pass through the legitimate executive's account in a virtual sense -- but that executive may never even see them as they get deleted from his inbox immediately.

So what can businesses do? Here are a few options:

* Avoid free web-based email accounts. Establish a company domain name and use it to create formal email addresses for your employees.

* Check the "rules" setting on your account periodically to ensure that no one has set up auto-forwarding for your emails.

* Be careful what you post to social media and your company website,
especially information about who has which specific job duties. Also be cautious about using out-of-office replies that give too much detail about when your executives are out of the mix.

* Require two-factor verification for money transfers, particularly big ones. For example -- you could require a telephone call to confirm significant wire transfers. Be sure to set up this protocol early in the business relationship and outside the email environment. When the fraudster hacks your email account, you don't want him to be able to see how to evade your security protocols.
* When confirming requests, don't rely on phone numbers or email addresses embedded in the request. Look up the number from an external source when calling.

* Require your employees to use two-factor authentication to access corporate email accounts. They would need two pieces of information to log-in... something they know (such as a password) and something they have (such as a dynamic PIN that changes constantly).

* Train your employees to watch for suspicious requests -- such as a change in a vendor's payment location.

* Train your employees to avoid clicking on links or attachments from unknown senders. Doing so could download malware onto your company's computers, making you vulnerable to a hack.

November 14, 2017 -- Washington County Sheriff's Office detectives are asking for the public's help finding 15-year-old Ashley Jarrell, who ran away from her home in Aloha on October 18, 2017. Her family last spoke to her by phone on November 5.

Detectives believe Ashley is at risk of becoming a human trafficking victim and has a history of being lured by adults during past incidents.

In the past, Ashley has been known to stay in downtown Portland, Beaverton, Aloha, or Vancouver, and she has also taken trains to other states. At this point, detectives do not have specific information on where she may be.

Ashley is described as 5'1" tall, 110 pounds, with shoulder length hair and hazel eyes. Ashley's hair is naturally light brown but may be dyed another color. Ashley functions at the level of an 11-year-old child. Ashley may also give the name "Latoya Sanchez."

Anyone with information on Ashley's whereabouts is asked to call non-emergency dispatch at (503) 629-0111.

Ashley's father is willing to speak to the media, and news outlets are asked to contact the Public Information Officer to obtain his contact information.

The Portland metropolitan region remains an active area for human trafficking. The Sheriff's Office conducts regular missions to identify and arrest human trafficking suspects, as well as to find and rescue both underage and adult trafficking victims.

Just after 2:00 am, on November 8, 2017, one of our officers was on patrol when he saw a fire near the Abernethy Bridge, Washington St. and 16th St. The fire was from a homeless camp on the hillside. When our officer found the fire, it had already engulfed the camp and nearby trees. Clackamas Fire responded and extinguished the fire. After the fire was extinguished, fire personnel found a deceased female inside a shelter. The female has been identified as 45-year-old Rachael Renee Edwards. Clackamas Fire investigators, our detectives, and the Clackamas County Medical Examiner's Officer are investigating the death and cause of the fire. Ms. Edwards' family are mourning their loss in this tragedy and have requested privacy.

On 11/13/2017 at about 1348 hrs., police responded to the 300 block of SW Zobrist Street regarding young children being unattended in the street. A report is pending (CAD).

On 11/13/2017 at about 1558 hrs., police received a report about a runaway juvenile in the 200 block of NW Second Avenue. The juvenile returned home later in the day.

On 11/13/2017 at about 1711 hrs., a man flagged down an officer to report a woman causing a disturbance near city hall. Penni B. Nichols (52, of Estacada), was arrested when it was discovered that she had been previously excluded from Estacada city-owned property and facilities. She was lodged at the Clackamas County Jail on a charge of Criminal Trespass II, on $1,500 bail.

On 11-13-17, at about 2311 hrs., officers observed an illegally parked vehicle, that then attempted to drive away. During the following traffic stop at the intersection of NE Ginseng Drive and NE Carol Street Citations were issued for failing to wear a seat belt, driving unisured and driving without a valid license. The vehicle was impounded.

Gresham, Ore. -- Police are looking for a missing 12-year-old boy who ran away from his parents shortly after 1:00 this morning. Maliki Isreal Skutley left the hotel he was staying at in the 17700 block of NE Sacramento St., Gresham, without notifying his parents. He briefly spoke with a man outside the hotel, reportedly saying he was headed to a store (unspecified).

Skutley's family says he suffers from autism and a number of social ailments. He is described as a white male with curly brown hair and blue eyes. He is approximately 5 feet 5 inches tall and weighs 130 pounds. Skutley was last known to be wearing a black shirt and blue pajama pants.

Anyone who has information about Skutley's whereabouts is encouraged to call 911.

November 14, 2017 -- A Gaston woman was arrested for attempted homicide after she shot her boyfriend during an argument. The victim suffered non-life-threatening injuries.

On November 13, 2017, at 8:24 p.m., Washington County Sheriff's Office deputies responded to a disturbance with a weapon in the 1200 block of SW Tanner Creek Road outside of Gaston. A male reported that his girlfriend had shot him in the leg.

Sheriff's Office deputies, assisted by City of Cornelius deputies, Forest Grove Police, and the Oregon State Police, responded and apprehended the suspect. A deputy serving the City of Cornelius applied a tourniquet to the victim's leg until medical personnel arrived.

The victim, a 57-year-old male, was transported by ambulance to a local hospital for a single gunshot wound to his left leg and a laceration to his head. His injuries are believed to be non-life-threatening.

The suspect, 57-year-old Shannon Main, was arrested for attempted homicide, assault in the first degree, and unlawful use of a weapon. She is being held at the Washington County Jail on $250,000 bail.

Sheriff's Office detectives responded and assisted in the investigation. Law enforcement were assisted by Forest Grove Fire & Rescue, Gaston Fire & Rescue, and Metro West Ambulance.
