November 10, 2017 -- This evening, a man shot another man during a dispute. The victim was transported to a local hospital with non-life threatening injuries.

On Friday, November 10, 2017, at 4:40 p.m., Washington County Sheriff's Office deputies serving the City of Cornelius responded to a disturbance in the 1000 block of south Jasper Street in Cornelius. As Sheriff's deputies were responding, additional information was reported that someone outside was shot and bleeding.

Upon arrival, Sheriff's deputies secured everyone involved and recovered a handgun. It was learned that Francisco Chavez-Reyes, 29, and Narciso Huerta Vasquez, 30, were arguing and during the argument, Mr. Vasquez was shot in the hand. Mr. Vasquez arrived at the house to drop off his child.

Mr. Vasquez sustained a significant injury to his left hand. He was transported by ambulance to a local hospital where he is being treated.

Investigators from the Interagency Gang Enforcement Team (IGET) are assisting Sheriff's deputies with this investigation.

Francisco Chavez-Reyes (his booking photo will be available early tomorrow) was arrested and will be lodged in the Washington County jail. He will be charged with Second Degree Assault and held on $250,000 bail. Additional charges will be forthcoming as the investigation continues.

Case #17-4273.

On 11-10-17, at about 4:15 p.m., the Milwaukie Police were called to the intersection of SE Main Street and SE Washington Street in regards to an unknown-type vehicle accident.

Police arrived and learned a 79-year-old female was walking with her dog, east on SE Washington Street. The female was in a clearly marked crosswalk at the time and her dog (a Chihuahua/Yorkie mix) was on a retractable leash, walking just behind her.

A vehicle, also traveling east on SE Washington Street, stopped at a stop sign, then turned south on Main Street. As the vehicle turned, the vehicle's front bumper caught the leash, knocking the elderly woman down and dragging the dog about 100 feet. The dog sustained a few scrapes and cuts on its paws as well as a bruised liver, but is expected to fully recover. The pedestrian was not injured.

The vehicle stopped and the driver remained at the scene and cooperated with the investigation. The driver was cited for failure to stop for a pedestrian.

The Milwaukie Police would like to remind everyone that a crosswalk exists at any public street intersection whether marked with paint or unmarked. Crosswalks can also exist mid-block if they are marked with white painted lines.

Under Oregon Law, a pedestrian is occupying a crosswalk when any part or extension of the pedestrian, including but not limited to any part of the pedestrian's body, wheelchair, cane, crutch or bicycle, moves into the roadway in a crosswalk with the intent to proceed. A driver has specific duties to a pedestrian in a crosswalk.

When turning at a traffic signal, drivers must:
* Stop and remain stopped for pedestrians until they have cleared the lane in which your vehicle is turning and at least 6 feet of the next lane.

At any other crosswalks - whether marked with paint or unmarked - drivers must:
* Stop and remain stopped for pedestrians until they have cleared the lane in which you are traveling (or into which you are turning) and the next lane.
* Stop and remain stopped for students as you are directed by a crossing guard.
* Stop and remain stopped for a blind pedestrian using a white cane or a guide dog until the pedestrian is completely across the roadway.

If a pedestrian is in a safety buffer when the vehicle enters the crosswalk, the driver may be cited for a fine over $200.00.

Oregon laws affect pedestrians too. Pedestrians are required to obey traffic signals and walk safely, however, pedestrians are unprotected and vulnerable. You, as the driver can prevent terrible injury by being prepared to stop and yield no matter who has the right of way. Saving a life is worth your time.

Disaster responders with the local American Red Cross responded to a home fire disaster on
November 10, 2017, at approximately 3:30 p.m. in the 94000 block of Quarry Road in Gold Beach, OR. The fire affected two, including one adult and one child. The Red Cross provided resources to help address the immediate basic needs of those affected such as temporary housing, food, clothing, comfort kits with toiletry items, information about recovery services, and health and mental health services. Friday afternoon, 11/10/2017 about 2:10 pm a lone subject entered the bank, presented a note to the clerk demanding money. The note indicated the subject had a gun but none displayed. The clerk complied and the subject walked to a gold colored vehicle, possibly a Toyota Corolla parked nearby and left the area. The year, license plate is unknown. The suspect left with an undisclosed amount of cash. The suspect is described as a "Dark to medium skin colored male, 40's, wearing a Black B.B. cap with an Eagle emblem on it. The suspect was wearing a dark colored coat with a gray hoodie sweat shirt underneath that. Light collared pants and dark tennis shoes. Last description was five to ten days growth of beard.

Around 10:57 AM, Portland Fire & Rescue was dispatched on a report of a residential structure fire at 224 NE 99th Ave.

Upon arrival, crews reported heavy fire issuing from the roof of the home. Firefighters made an aggressive interior attack while other crews simultaneously searched for potential victims.

The structure was boarded up, increasing the incident commander's suspicion that there could be transients inside. An ambulance was requested as a precaution. A primary search of the entire structure yielded no victims.

Vacant structures pose a unique set of hazards to firefighting efforts. They can either be full of clutter, increasing fuel load and decreasing mobility. Or, they are empty and can be allowed to burn unchecked for quite a while before being noticed. In this particular fire, crews took additional precautions due to both the heavy fire, and also the hypodermic needles strewn about the floor which could injure firefighters who are searching on their hands and knees.

A fire investigator is on scene working to determine fire cause and damage estimates. Updates will be posted as they become available.

The Oregon State Medical Examiner has determined that the two people found deceased in Forest Park on Wednesday were 15-year-old Annieka Vaughn and 23-year-old Zachary Peterson. Each died of a gunshot wound and the Medical Examiner determined that Vaughn was a victim of homicide and Peterson died of a self-inflicted gunshot wound. Based on the investigation, detectives believe that Peterson killed Vaughn, then killed himself.

There will be no further updates on this investigation from the Portland Police Bureau. Any media inquiries should be directed to the Washington County Sheriff's Office.

On Wednesday, November 8, 2017, at 9:01 a.m., Central Precinct officers responded to an area near the Pittock Mansion, located at 3229 NW Pittock Drive, after two deceased people were located.

Members of Multnomah County Search and Rescue and Mountain Wave Search and Rescue began searching in Forest Park on Tuesday, November 7, 2017, at 2:00 p.m.

Officers arrived in the area and met with Search and Rescue personnel. Officers learned the deceased individuals were located near the intersection of the Wildwood Trail and the Upper MacLeay Trail.

The Portland Police Bureau Detective Division's Homicide and Missing Persons Details have responded to the location to conduct a death investigation. Criminalists with the Forensic Evidence Division have also responded to the location to assist with this investigation.

Members of the the Oregon State Medical Examiner's Office will also assist with this investigation and work to confirm the identities of the deceased individuals and cause of death.

Interested Media should stage on Northwest Pittock Drive prior to the Pittock Mansion parking lot. There will be a press briefing at 1:00 p.m. near the main parking lot for the Pittock Mansion.

In the evening hours of Thursday November 9, 2017, the Portland Police Bureau's Traffic Division conducted a Vision Zero traffic safety mission along Southeast Division Street from 82nd to 148th Avenues. Traffic officers were assisted by officers from East, North, and Central Precincts.

Officers focused on dangerous behaviors and the officers were free to make traffic stops on drivers, pedestrians and bicycle riders as they saw fit. The officers were encouraged to share information about the Vision Zero program during these contacts. As always, officers were allowed the discretion to issue citations, warnings or classes.

In total, 24 citations were issued as well as 19 written warnings.

The Traffic Division and Precinct operations will be conducting future enforcement missions as staffing allows.

The Portland Police Bureau is committed to working with our partners in government and the community to create safer streets and work towards reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

The suspect involved in a Thursday evening stabbing in Downtown Portland has been identified as 27-year-old Shawntaviou Henderson. Henderson was booked in the Multnomah County Jail on a charge of Assault in the Second Degree and a probation violation for a previous conviction of Manufacture of a Destructive Device.

On Thursday November 9, 2017, at 8:08 p.m., Central Precinct officers responded to the report of a stabbing near the intersection of Southwest College Street and Southwest 6th Avenue.

When officers arrived they located a 28-year-old male victim with what was believed to be a non-life-threatening minor injury. Emergency medical personnel provided medical aid and transported the victim by ambulance to an area hospital.

During the investigation, officers learned the suspect and victim were involved in a disturbance during which the suspect stabbed the victim with a knife. While canvassing the area, officers located and seized a knife believed to have been used in the stabbing. As officers continued the investigation they identified the suspect and learned his last known location. Based on this information, officers believed the suspect was inside an apartment building located in the 1900 block of Southwest 5th Avenue. Officers responded to the location and took the suspect into custody.

Members of the Portland Police Bureau Detective Division's Assault Detail responded to assist with the investigation. Criminalists with the Forensic Evidence Division have also responded to assist.

Detectives continue to investigate this case. The suspect will not be identified until he is lodged at the Multnomah County Jail.
