At 7:36pm fire crews responded to a report of an apartment fire at 1605 SE 12th Ave. Due to initial difficulties in finding the seat of the fire Incident Commanders called for a second alarm at 7:50pm. Crews from the first alarm arrived to find a four-plex apartment building with smoke increasing in several interior apartments. Extensive investigation determined that the fire was in the exterior wall of the building and spreading to the attic space. Crews had to open the walls and ceiling structure to expose the fire and extinguish it. The Fire Investigator determined that the fire started in a first floor fireplace and that the chimney flue failed allowing the fire to leave the chimney and travel into the wall near the second floor and then into the attic. Along with fire crews inside the building, firefighters worked on roof ladders three stories above the ground to ventilate smoke and heat from the attic. Power lines on two sides of the building and the poor weather conditions significantly increased the risks to firefighters undertaking these tasks.

Several occupants of the building were displaced due to the damage in their apartment. The Red Cross is often called to the scene of residential fires to assist those displaced with temporary shelter, clothing, and meals as needed.

Portland Fire and Rescue reminds everyone who has a fireplace to have it regularly cleaned and inspected to prevent chimney fires and fire spread beyond the chimney. The chimney and flue should be checked by a trained professional to make sure the lining, bricks, and mortar are all in tact and can safely withstand the heat of a fireplace fire.

Portland Fire and Rescue also reminds drivers in the vicinity of emergency scenes to never drive into a fire scene without the express consent and direction of a firefighter or police officer. Fire scenes and the streets surrounding them can become quickly congested with fire crews, bystanders, displaced building occupants, and media. The activities surrounding the fire can be distracting for all and moving vehicles add a dangerous and unnecessary risk. Keeping firefighters and the public safe by finding an alternate route around the fire scene or parking your vehicle and walking a few blocks will be appreciated by all. If your vehicle is trapped in the scene by fire crews or hoses and you absolutely must move it, notify a police officer or firefighter and please be patient. They will work with the driver(s) of the engine or ladder truck to move it as soon as it is reasonable and safe to do so.

This evening crews from fire stations throughout the city responded to three different structure fires in short order. The first fire was dispatched at 4:57pm as a commercial fire at 3333 NW Luzon St. On arrival crews found fire inside a large piece of equipment inside a warehouse. They quickly extinguished the fire, confirmed that it had not spread through the ventilation system to any other portions of the building or roof, and removed portions of the equipment that were damaged and charred. They also worked to evacuate smoke from the building.

Just three minutes after the first fire, a second structure fire was dispatched at 5:01pm. Crews were sent to a commercial fire at 304 SE 2nd Ave. where they found active fire near a boiler in an equipment room. This fire had not yet spread beyond the boiler room and crews were able to quickly extinguish it. This fire was contained to the equipment and some insulation surrounding it. Crews worked to isolate the electrical supply and shut it down and then evacuate smoke from the building.

Sixteen minutes later at 5:17pm the third structure fire was dispatched. This was a residential fire reported in the 6300 block of SE 92nd Ave. On arrival, firefighters found a cooking fire on the stove that had extended to the cabinets above. The house had filled with a lot of smoke and one occupant of the home also needed medical treatment for injuries related to the fire. Firefighters extinguished the fire, and confirmed that it had not extended into the walls of the home or to the attic. Portland Fire medics worked with AMR paramedics to treat the patient.

Back to back incidents like this can be very challenging for the entire emergency response system from the 911 call center, to the fire responders, and police who assist in blocking traffic at the various emergency scenes. Fire Liaison Officers at the 911 center and the Deputy Fire Chief's work with fire crews to move engines and trucks around the city in real-time to fill voids and make sure that all emergencies, and potential emergencies, can be covered without delay. Mutual-aid agreements are also in place that allow fire responders from surrounding agencies like Clackamas, Gresham, and Tualatin Valley Fire to "move-up" and assist the City of Portland when needed. And of course Portland Fire assists our partner agencies when called-on as well. The City of Portland's dynamic emergency response system, and the seamless teamwork of all partner agencies, are what enabled the quick response and resolution to these three fires.

The motorist killed Saturday evening on the St. Johns Bridge in a two vehicle crash has been identified as 71-year-old John B. Crook of Keizer.

Crook's death is the 41st traffic related fatality in Portland in 2017.

The Portland Police Bureau Major Crash Team (MCT) continues to investigate a fatal two vehicle crash that occurred on Saturday November 4, 2017, on the St. Johns Bridge.

Based on information learned during the preliminary investigation, officers believe the driver of a white Kia Optima drove west across the St. Johns Bridge at a high rate of speed and failed to stop for a red light at the intersection of Northwest St. Johns Bridge and Northwest Bridge Avenue. At the same time the Optima failed to stop for a red light, a Ford F-150 arrived at a green light at the intersection and turned westbound onto the St Johns Bridge from Northwest Bridge Avenue. The Optima collided with the F-150, causing the F-150 to roll off the roadway and come to a stop on the truck's roof.

The two occupants of the F-150 were transported to an area hospital by ambulance with non-life-threatening injuries. Emergency medical personnel determined the driver of the Optima was deceased at the scene of the crash.

Speed is believed to be a factor in this crash.

This is the 40th traffic crash fatality investigated by the Portland Police Bureau Major Crash Team in 2017.

The identity of the person driving the Kia Optima will not be released until next of kin have been notified and the Oregon State Medical Examiner has completed an autopsy.

The Portland Police Bureau Traffic Division's Traffic Investigation Unit asks anyone with information to contact 503-823-2103.

On Saturday November 4, 2017, at 9:04 p.m., North Precinct, Central Precinct and Traffic Division officers responded to the report of a traffic crash involving two vehicles near the St. Johns Bridge.

Officers and medical personnel arrived and located two vehicles that were involved in the crash. Two of the people involved in the crash were transported to an area hospital by ambulance with what are believed to be serious but non-life-threatening injuries. Emergency medical personnel determined a third person, located in a second vehicle, was deceased.

The Traffic Division's Major Crash Team is responding to investigate this crash.

The St. Johns Bridge and Southwest Bridge Avenue will be closed during this investigation.

November 8, 2017 -- Chad B. Pitcher, the second suspect sought in a fatal September shooting near North Plains, was apprehended today in Wilsonville by the U.S. Marshals Violent Offender Fugitive Task Force.

The Washington County Sheriff's Office wishes to thank the task force for all their efforts in locating and safely apprehending Mr. Pitcher.

Mr. Pitcher, 38, has been charged with murder and will be held without bail at the Washington County Jail. A prior booking photo is included with this release. An updated booking photo is not yet available.

The deceased man located early Tuesday morning when officers responded to the report of a shooting on Southwest Montgomery Street has been identified as 21-year-old Diego Tejeda-Manzo of Vancouver, Washington.

The Oregon State Medical Examiner's Office determined Tejeda-Manzo died of homicidal violence as a result of a gunshot wound.

Detectives with the Portland Police Bureau Detective Division's Homicide Detail continue to investigate this shooting.

Preliminary information suggests there was a disturbance prior to the shooting. When Portland Police and Portland State University Public Safety officers arrived they found an adult male in front of the Subway located at 1717 Southwest Park Avenue. Officers provided the man medical aid, but emergency medical responders determined he was deceased.

During the preliminary investigation, officers contacted witnesses who reported seeing several people running from the location shortly after hearing gunfire.

Officers searched the neighborhood and did not locate a suspect. Evidence of gunfire was located in the area near the Subway restaurant.

Criminalists with the Forensic Evidence Division have responded to assist with the investigation. A member of the Oregon State Medical Examiner's Office will also respond to the location.

The victim will be identified once the Oregon State Medical Examiner's Office has completed an autopsy and next of kin have been notified.

Based on information learned at this point in the investigation, detectives do not believe there is a danger to the public.

On Tuesday November 7, 2017, at 12:54 a.m., Central Precinct officers responded to the 900 block of Southwest Montgomery Street on the report of a shooting.

Officers arrived and located a person lying on the ground. Medical personnel determined the person was deceased.

November 8, 2017 -- Three stores sold alcohol to underage decoys during a joint mission with the Oregon Liquor Control Commission. In total, two enforcement teams visited 28 stores in unincorporated Washington County.

On Friday, November 3, 2017, the Washington County Sheriff's Office, in partnership with the Oregon Liquor Control Commission (OLCC), conducted an underage alcohol compliance mission at stores in unincorporated Washington County.

During the mission, underage decoys from the Sheriff's Office Explorer Post would enter businesses, select an alcoholic beverage, and proceed to the counter. If asked for identification, the decoy would present their valid Oregon driver's license. If asked their age, the decoys were instructed to be truthful. The decoys were monitored by an undercover deputy while inside the businesses and a uniformed deputy staged outside.

During the one day mission, two enforcement teams visited 28 stores throughout unincorporated Washington County. Of those visited, the following three stores sold to underage decoys:

- Cedar Hills Mart & Mail, located 10170 SW Park Way, Portland

- 7-Eleven, located at 17771 SW Tualatin Valley Highway, Aloha

- 7-Eleven, located at 19175 SW Tualatin Valley Highway, Aloha

The three clerks who sold alcohol to the underage persons were cited for furnishing alcohol to a minor.

The Sheriff's Office recognizes the dangers associated with underage alcohol use and works hard to deter underage drinking. This undercover alcohol operation is one of the many programs the Washington County Sheriff's Office utilizes in continued effort to stop underage alcohol use and avoid the potentially devastating aftermath.

This morning just after 2:00 am, one of our officers was on patrol when he saw a fire near the Abernethy Bridge, Washington St. and 16th St. The fire was from a homeless camp on the hillside. When our officer found the fire, it had already engulfed the camp and nearby trees. Clackamas Fire responded and extinguished the fire. After the fire was extinguished, fire personnel found a deceased female inside a shelter. Clackamas Fire investigators, our detectives, and the Clackamas County Medical Examiner's Officer are investigating the death and cause of the fire. The victim's identity will be released pending next of kin notification.

"Jefferson County District Attorney Steven F. Leriche announced Wednesday, November 7, 2017 that he has concluded his review of the Oregon State Police (OSP) and Jefferson County Sherriff's Office officer-involved shooting on November 2, 2017, near L street at Hwy 97 in Madras. The shooting resulted in serious injury to CHRISTOPHER JAMES THOMAS SWEENEY, age 18, of Sunriver.

A full investigation of the incident was conducted by the Central Oregon Major Incident Team comprised of law enforcement agencies from Deschutes and Jefferson Counties. Law enforcement agencies involved in the interagency investigation included Oregon State Police, Deschutes County Sheriff's Office, Deschutes County District Attorney's Office, Bend Police Department, and Redmond Police Department, Madras Police Department and the Jefferson County Sheriff's Office and the Jefferson County District Attorney's Office.

On Wednesday, November 1, 2017, SWEENEY walked away from J Bar J Ranch, where he had been placed in an independent living program after having been paroled from a youth correctional facility for unrelated matters. SWEENEY walked away from the program approximately six hours after arriving. Upon learning of SWEENEY's escape, SWEENEY's grandparents, who were out of the area, became concerned that he may attempt to burglarize their residence in Deschutes County and asked other family members to check on the residence. Family members checked the residence and discovered that the residence had been burglarized and two vehicles, a 2007 Toyota Highlander and a 2004 Chevrolet Venture minivan, were missing from the residence. The vehicles were reported stolen on November 2, 2017, and both vehicles were spotted by a Deschutes County Sheriff's Deputy on Highway 97 near Lava Butte shortly thereafter.

Officers from the Bend Police Department assisted the Deschutes County Sheriff's Office in an attempt to stop both vehicles. The Toyota Highlander stopped on the Parkway near Robal Road. The driver of this vehicle was taken into custody without incident during a high-risk traffic stop. The driver was identified as COREY JOSEPH GALLAGHER. GALLAGHER was lodged at the Deschutes County Jail for Criminal Conspiracy, Theft in the First Degree, and Unauthorized Use of a Motor Vehicle.

The Chevrolet Venture continued north on Highway 97, disregarding multiple police attempts to stop the vehicle. Law enforcement successfully deployed spike strips multiple times throughout the pursuit, but the Chevrolet Venture continued northbound on Highway 97 into Jefferson County. As the pursuit entered Jefferson County, Deputy Joseph Aldred joined the pursuit and ultimately took the lead position in the pursuit, followed by Oregon State Police Sgt. John Russo, and other law enforcement personnel.

The minivan continued into Madras, where it lost control at L Street and Highway 97. The investigation revealed that Deputy Aldred approached the front of the minivan while Sgt. Russo approached the rear. Deputy Aldred gave multiple commands to SWEENEY, who did not comply. Instead, SWEENEY holding his pistol with both hands pointed his pistol at Deputy Aldred. It appears SWEENEY fired his pistol at Deputy Aldred. Both Deputy Aldred and Sgt. Russo fired upon SWEENEY, wounding him. A Senior Trooper assisted in securing SWEENEY on the ground, and then the Senior Trooper and Sgt. Russo immediately began first aid on SWEENEY. Paramedics arrived after the shooting and transported SWEENEY to St. Charles Hospital in Madras, and from there, SWEENEY was transported by Air Life to St. Charles Medical Center in Bend. SWEENEY's loaded firearm was recovered at the scene with a damaged bullet casing still in the chamber, indicating a possible malfunction. None of the officers involved in the incident suffered physical injury.

The Central Oregon Major Incident Team is continuing their investigation into possible charges against SWEENEY in Jefferson and Deschutes counties. SWEENEY is currently recovering at St. Charles Medical Center in Bend.

The District Attorney is charged with the duty of reviewing incidents where deadly physical force is used by police to determine if the use of force met the standards required by Oregon law. Upon review of this incident, the evidence overwhelmingly supports the conclusion that Sgt. Russo and Deputy Aldred were justified in using deadly physical force under the circumstances they encountered and it was reasonable for them to believe that their lives and the lives of others were endangered.

To help celebrate, the nonprofit Oregon State Parks Foundation is offering free hot drinks and snacks at Tryon Creek State Natural Area, Fort Stevens State Park, Rooster Rock State Park, Silver Falls State Park and Cape Blanco State Park. Refreshments -- donated by Starbucks Coffee, Nossa Familia Coffee, Smith Tea, Stevens Cocoa and KIND Bars -- will be served by volunteers from the local Friends Groups.

Members of Multnomah County Search and Rescue and Mountain Wave Search and Rescue began searching in Forest Park on Tuesday, November 7, 2017, at 2:00 p.m.

Officers arrived in the area and met with Search and Rescue personnel. Officers learned the deceased individuals were located near the intersection of the Wildwood Trail and the Upper MacLeay Trail.

The Portland Police Bureau Detective Division's Homicide and Missing Persons Details have responded to the location to conduct a death investigation. Criminalists with the Forensic Evidence Division have also responded to the location to assist with this investigation.

Members of the the Oregon State Medical Examiner's Office will also assist with this investigation and work to confirm the identities of the deceased individuals and cause of death.

Interested Media should stage on Northwest Pittock Drive prior to the Pittock Mansion parking lot. There will be a press briefing at 1:00 p.m. near the main parking lot for the Pittock Mansion.

An Oregon Department of Corrections (DOC) inmate died expectantly Tuesday night of natural causes; he had been on Hospice, housed at Oregon State Penitentiary.

Timothy Blatchley, 62, was pronounced deceased at 10:45 p.m. on Tuesday, November 7, 2017.

Blatchley entered DOC custody on October 11, 2016, on three counts of Delivering Methamphetamine out of Lane County; he was serving a 36 month sentence.

Next of kin has been notified.

OSP is Oregon's only maximum-security prison, located in Salem, and houses over 2,000 male inmates. OSP is surrounded by a 25-foot-high wall with 10 towers. The facility has multiple special housing units including death row, disciplinary segregation, behavioral health, intermediate care housing, and an infirmary (with hospice) with 24-hour nursing care. OSP participates in prison industries with Oregon Corrections Enterprises including the furniture factory, laundry, metal shop, and contact center. At 0835 this morning fire crews were dispatched to a report of a fire at 715 SW Morrison. This is a 10 story high rise building and the fire was reported to be in a piece of equipment on the roof. Access to the fire was hampered because there was no internal access to the roof and the firefighters had to use the external fire escape and firefighters ladder (attached to the fire escape) to access the roof. The fire was quickly extinguished and crews have now cleared the scene.

High rise fires, where the fire is elevated on an upper floor, are very labor intensive operations. Firefighters must carry all of their firefighting equipment aloft while working simultaneously to evactuate occupants. Portland Fire and Rescue's high rise response first-alarm includes six engines, two ladder trucks, 2 heavy squads, and several chiefs. These crews are used to attack the fire, evacuate occupants, ferry equipment up and down the stairwells, evacuate smoke from the building, contact building managers to provide specific information, and to manage the building's sprinkler, alarm, and air handling systems to help and not hamper firefighting efforts. An aggressive firefighting effort, while a high rise fire is in its early stages, is necessary to prevent the fire from potentially overwhelming those resources. While very rare, high rise fires from around the world remind us of the power and danger that an uncontrolled high rise fire can pose.

High rise buildings are designed and built to rigorous fire and life safety codes that address design-specific concerns to make these buildings very safe to inhabit. Occupants should always be familiar with emergency evacuation routes, participate in regular fire drills, and know the location of the nearest fire extinguisher on your floor.

Clackamas Fire District #1 is hosting their inaugural Resource Fair, designed to bring community resources to citizens who need them the most within Clackamas County. The Resource Fair will be Thursday, November 16, 2017, Barclay Park (next to Father's Heart), 711 12th St., Oregon City, from 10:00 a.m. to 1:00 p.m. All are welcome.

Each year, Clackamas Fire District #1's call volume increases, which results in responding to over 20,000 incidents. Of these, nearly 70 percent of emergency incidents are medical in nature. Clackamas Fire staffs engine and truck companies with one or more paramedics that respond to 911 emergencies. In addition to these resources, Clackamas Fire's Community Paramedic, Amy Jo Cook, provides integrated health services and outreach to the medically fragile and vulnerable. The Community Paramedic program assists the Fire District in answering the growing number of medical calls in a cost-effective and sustainable manner.

The Community Paramedic position is fully-funded by Clackamas Fire in addition to project enhancements through small grant funds from Clackamas County. The Clackamas County Small Grants Program awarded $10,000 to the Community Paramedic's Multi-Agency Homeless Outreach Project this year, which will allow Clackamas Fire to increase their ability to better assist all residents within Clackamas County with emphasis on homelessness.

Through the Community Paramedic, the Multi-Agency Homeless Outreach Project, and with the collaboration of partnering agencies, additional areas of unmet needs within the homeless community have been identified. The Multi-Agency Homeless Outreach Project will assist the homeless in obtaining sustainable/permanent housing, access to available resources, such as medical and mental health care. The Community Paramedic program will identify Clackamas County's most at-risk citizens and bridge the gap between available resources and the people who need them the most. With the support of grants, last year the program assisted several people from homelessness to permanent sustainable housing and also connected many others to County resources.

In order to reach all of Clackamas County, Clackamas Fire's Community Paramedic partners with American Medical Response's Community Paramedic, Dan Hall, together they are able to assist citizens with the greatest need. American Medical Response Community Paramedic Dan Hall says, "Amy Jo and I collaborate on many different levels to bring Community Paramedicine to all areas of Clackamas County so that no citizen in need is untouched."

A partnering agency that works closely with Clackamas Fire's Community Paramedic is Homeless Liaison Officer Mike Day from the Oregon City Police Department. The Homeless Liaison Officer is the initial point of contact for chronic homeless individuals living on the streets in Oregon City. Identifying homeless individuals and engaging the chronically homeless plays a crucial role, as the Homeless Liaison can attempt to provide resources and assist in locating housing along with the appropriate services. Homeless Liaison Officer Day says, "Ms. Cook and I will continue to work together to reduce homelessness in the community. We share a common mission of connecting individuals in need of resources with available resources."

The Multi-Agency Homeless Outreach project is an innovative method of service delivery that offers the Community Paramedic the ability to directly assess the barriers that prevent people from accessing local resources. On Wednesday, Oct. 25, 2017, the Clackamas County Sheriff's Office Child Abuse Team, with the assistance from the U.S. Marshals Office, arrested 48-year-old John David Bowe in Pomona, CA on the following charges:

- 2 counts of Sexual Abuse in the First Degree
- 2 counts of Sodomy in the First Degree
- 1 count of Luring a Minor
- 1 count of Online Sexual Corruption of a Child

Mr. Bowe was arrested following an investigation into allegations he had sexually assaulted a 13-year female victim during the early morning hours of Monday, October 16, 2017 in unincorporated Clackamas County, near Sandy.

Sex Offender Arrested for Exposing Himself, Touching Girls

November 8, 2017 -- A sex offender was arrested after he exposed his penis and touched girls at local Dollar Tree stores in September and October. Detectives believe there could be more victims.

On Wednesday, September 6, 2017, Washington County Sheriff's Office deputies responded to the Dollar Tree store at 13575 NW Cornell Road in Cedar Mill on a report that an unknown adult male exposed his penis to a six-year-old girl.

On Wednesday, October 11, 2017, deputies were called to the Dollar Tree store at 17475 SW Farmington Road in Aloha on a report that an unknown man inside the store exposed his penis to six and seven-year-old girls and also sexually touched them.

Dollar Tree cooperated with investigators. During the investigation, the suspect was identified as Samuel T. Burris, 44, of Beaverton. Mr. Burris is required to register as a sex offender due to a prior conviction in Washington. He has no connection to Dollar Tree.

On the evening of November 7, 2017, detectives arrested Mr. Burris at his home and charged him with two counts of sexual abuse in the first degree, three counts of public indecency and one count of resisting arrest. His bail has been set at $250,000.

One victim's mother is willing to speak with the media.

On Tuesday November 7, 2017, at 11:24 p.m., Central Precinct officers responded to the report of a stabbing in the area of Southeast 2nd Avenue and Southeast Morrison Street.

When officers and emergency medical personnel arrived on scene they located an adult male lying on the ground. A large amount of blood was observed around the man as emergency responders approached. Medical personnel provided the victim medical aid and transported him by ambulance to an area hospital where died of his injuries.

Based on preliminary information, investigators believe the victim and the suspect were involved in a fight on Southeast Morrison Street east of Southeast Water Avenue. During the fight the victim sustained serious injuries but was able to walk to Southeast 2nd Avenue and Southeast Morrison Street, where he fell to the ground. Community members observed the victim on the ground and called 9-1-1.

Officers continue to search for the suspect in this incident.

Detectives with the Portland Police Bureau's Homicide Detail and criminalists with the Forensic Evidence Division are responding to assist with this death investigation.

A member of the Oregon State Medical Examiner's Office will perform an autopsy in the coming days to attempt to identify a cause of death. The cause of death and identity of the victim will not be released until after the autopsy and the next of kin have been notified.

This investigation is in its early stages and there is no additional information available at this time. Additional information will be provided through updates to this release when available.

The PIO is not responding to the scen of this investigation at this time.

On Wednesday November 8, 2017, at 1:14 a.m., North Precinct officers responded to the report of a pedestrian struck by a vehicle on southbound Interstate 5 near the Northeast Skidmore Street overpass.

Officers and emergency medical personnel arrived on scene and located a woman laying in the travel lanes of Interstate 5 roadway. The woman was suffering from catastrophic injuries. Medical personnel determined the woman was deceased.

Officers contacted the person who contacted 9-1-1 and determined the driver and vehicle that had struck the woman had left the crash scene.

The Portland Police Bureau Major Crash Team responded to the area to take over the investigation.

This investigation is in its early stages and more information will be provided as the investigation continues.

Southbound Interstate 5 will remain closed for the next five to six hours as officers investigate this fatal crash.

This is the 45th Major Crash Team investigation in 2017.

On Tuesday November 7, 2017, at 11:19 p.m., East Precinct officers responded to the report of a shooting in the 1800 block of Southeast 130th Avenue.

Prior to officers responding to the scene, there were multiple callers to 9-1-1 that reported hearing gunfire. When officers arrived in the area they did not locate any victims with gunshot injuries. As officers canvassed the area they located evidence of gunfire, including blood and a home in the 12900 block of Southeast Mills Street with a bullet strike.

No suspects were located during an area search of the neighborhood.

As officers continued their investigation they learned the shooting was likely connected with an earlier fight at Rachel's Bar and Grill, located at 12510 Southeast Division Street.

Approximately 30 minutes after the initial calls to 9-1-1, an area hospital contacted police when a gunshot victim arrived at the hospital by private vehicle. The gunshot victim had sustained serious non-life-threatening injuries as a result of this shooting.

Based on information learned during the investigation, the Gang Enforcement Team responded to the location and assisted with the investigation.

This is the 98th major crime incident investigated by the Gang Enforcement Team in 2017.
