Today at approximately 3:00 p.m., deputies with the Marion County Sheriff's Office were called to the area of Lancaster Drive NE near Winema Drive NE after a passenger car struck a Salem City bus. The vehicles which were both southbound at the time of the crash collided after the passenger car changed lanes into the side of the bus.

The bus which was carrying approximately 10 passengers reported no injuries. The vehicles driver and her two small children were all transported to the Salem Hospital with minor injuries. This is an ongoing investigation and deputies believe speed was a factor.

The Sheriff's Office is not prepared to release any information pertaining to the driver of the vehicle at this time. The southbound lanes of Lancaster were closed for just over an hour. Regular traffic has resumed in the area.

This release will be updated if the subsequent investigation is determined to be criminal. That time frame is not yet known.

WILSONVILLE, OR -- At the Nov. 6, 2017, Wilsonville City Council meeting, the Council adopted a new ordinance long in the works that guides design standards for single-family homes in the Old Town area of Wilsonville. The changes to City Code codify designs for new or remodeled homes that are compatible with the historical nature of the Old Town neighborhood, where a majority of residences were built prior to the 1970s.

The Council approved the purchase of a new gasoline-powered, 17-passenger bus that is anticipated to be placed into service in spring of 2018. The City's transit agency, South Metro Area Regional Transit (SMART), is providing a $17,400 match to a U.S. Federal Transit Administration (FTA) grant of $68,000 for the acquisition of the $85,400 bus. The new bus will be a replacement for a 2003 model year bus that has logged over 320K miles. SMART frequently uses this type of short "cut-away" bus, which is easily maneuverable and fuel efficient, for a variety of routes and dial-a-ride services.

The Council also corrected the appointment terms of residents who serve on the Wilsonville-Metro Community Enhancement Committee.

During Communications portion of the meeting, Wilsonville resident Everett Lapp presented on the upcoming "Prepare Out Loud" disaster-preparedness workshop by the American Red Cross on Nov. 14 at Grace Chapel.

Also during Communications, Sharon Selvaggio, Wildlife and Water Program Director for the Northwest Coalition for Alternatives to Pesticides, presented on the organization's "Rachel Carson Award" in October to City Natural Resources Program Manager Kerry Rappold for the "Bee Stewards Wilsonville" pollinator habitat-improvement project. Kerry Rappold noted the two-year-long project, which was a 2016 Wilsonville-Metro Community Enhancement Program project, has engaged 300 volunteers who have planted 1,700 trees and shrubs that improve the habitat for pollinators in Memorial and Water Treatment Plan parks.

During Citizen Input, based on a resident's request, the Council asked staff to review any relevant information regarding a proposed daycare operation in a residential location that is allowed by state law.

During work session prior to the meeting, the Council heard reports from staff on a redesign of the City's website; features of the City's customer relations management software application for tracking public inquiries; proposed components of a community transportation forum; purchase of a new bus for SMART; and a potential amendment to the Year 2000 Urban Renewal District plan to help fund a new bridge over Boeckman Creek on Boeckman Road.

Linn County Sheriff Bruce Riley reports at 11:51 a.m., today, a second note was found at the Harrisburg Elementary School that was connected from the note found yesterday at the nearby Middle School. Deputies responded and determined there were no real threats to the schools or nearby community.

Through the investigation, deputies determined a 14-year- old Harrisburg Middle School student was responsible for yesterday's bomb threat. The student was cooperative with the investigation and will be referred to the Linn County Juvenile Department for charges. Charges could include Disorderly Conduct in the First Degree.

Sheriff Riley would like to remind parents to talk with their kids and make sure they understand the seriousness of these kinds of "pranks". The Linn County Sheriff's Office takes any threat to the community seriously and will conduct a full investigation into these
incidents.

Linn County Undersheriff Jim Yon reports his deputies are investigating a bomb threat at the Harrisburg Middle School. This morning at 9:33 a.m., a note was found at the school threatening to blow it up at 11:00 a.m. Deputies responded and students and staff from the Middle School and the nearby Elementary School were evacuated to safety. The schools notified parents about the threat.

Deputies were assisted by Oregon State Police and Federal Protective Services in searching the school for any suspicious or hazardous items. No items were found.

Although this appears to be a hoax, deputies will continue to investigate to determine who is responsible for the threats to our community.

The Linn County Sheriff's Office takes every threat seriously. The safety of our children and schools is our highest priority.

November 7, 2017 -- On Monday, November 6, 2017, at 5:36 p.m., officers with the Portland Police Bureau's Central Precinct responded to the area near the 4100 block of Southwest Fairview Boulevard regarding a welfare check.

Based on a community member's tip of hearing voices in the wooded area, officers responded to the area of the Hemlock Trail and Southwest Fairview Boulevard to perform a welfare check and search.

As officers prepared to search for the source of the voices, they were aware of a 1998 Ford F-250 associated with 23-year-old Zachary Peterson and 15-year-old Annieka Vaughan that had been located in the area earlier that day.

Officers arrived and requested that a police K-9 team and the Portland Police Bureau Tactical Operation Division's Air Support Unit (ASU) assist with the search.

Officers used FLIR thermal imaging technology, a police K-9 team, and the Air Support Unit to search the area near the Hemlock Trail. The area is densely wooded, steep, and has several ravines. The topography of the area made it difficult to search.

Officers did not locate anyone in the area they searched. At this time it is unknown if this community member's report is associated with Mr. Peterson and Annieka.

Update: Vehicle of Sex Abuse Suspect Located Unoccupied in Forest Park

November 6, 2017 -- At 7:56 a.m., an alert member of the public located the vehicle associated with Mr. Petersen unoccupied in a gravel parking lot in the 3500 block of Northwest Cornell Road in Portland.

Portland Police Bureau (PPB) officers responded and conducted an initial search of the Forest Park area.

A backpack belonging to Annieka was located inside the truck. PPB towed the vehicle for evidence processing.

Anyone with specific information pertaining to how long the vehicle had been parked at the location is asked to contact PPB Detective Heidi Helwig via email at heidi.helwig@portlandoregon.gov.

Detectives Asking For Public's Help Locating Missing 15-Year-Old

November 2, 2017 -- Washington County Sheriff's Office detectives are asking for the public's assistance locating 15-year-old Annieka Vaughan, who ran away from her residence in Aloha on October 30, 2017.

Detectives believe Annieka is likely with 23-year-old Zachary Petersen of Pasco, WA, who is the suspect in a sexual abuse investigation being conducted by the Benton County Sheriff's Office. Annieka is the alleged victim in that case.

Mr. Petersen also went missing on October 30, which was reported to the Pasco Police Department. Prior to disappearing, Mr. Petersen called the crisis line in Washington. He is believed to be suicidal and possibly in possession of a firearm.

Annieka is described as 5'9" tall, 150 pounds, with brown shoulder length hair and brown eyes. Mr. Petersen is described as 5'10" tall, 150 pounds, with buzzed brown hair and brown eyes.

Mr. Petersen is known to drive a white 1998 Ford F-250 extended cab truck bearing the Washington license plate C20874C. His last known location was in the Portland area, but detectives believe he is possibly traveling to Seaside, OR or Sacramento, CA.

On Tuesday November 7, 2017, at 10:35 a.m., Central Precinct officers responded to the report that two people had been stabbed at Outside In, located at 1132 Southwest 13th Avenue.

Officers and emergency medical personnel arrived and contacted the victims. Emergency medical personnel provided both men medical aid. The men were transported by ambulance to an area hospital by ambulance with what are believed to be non-life threatening injuries.

Preliminary information suggests the suspect became angry with the two male victims, who are staff members at Outside In, and stabbed them. Officers interviewed witness and obtained the suspect's description. The suspect's description was provided to officers searching the area. Officers located a suspect that matched the description near Southwest Park Avenue and Southwest Main Street. The suspect was taken into custody and transported to the Multnomah County Detention Center.

During the investigation, officers located one knife at Outside In and another knife on the suspect, shortly after he was taken into custody. Both knives were seized as evidence.

The suspect was identified as 22-year-old Ruben I. Eustaquio. Eustaquio was lodged at the Multnomah County Jail on charges of Assault in the Second Degree (two counts) and Criminal Mischief in the Second Degree.

On Tuesday November 7, 2017, at 9:05 a.m., Central Precinct officers responded to the report of a stabbing near Northwest 5th Avenue and Northwest Davis Street.

Officers arrived in the area and located a man with a minor injury. As officers spoke with the victim they learned a woman had cut him with a knife.

The victim provided officers with a suspect description. The suspect was described as a 20-year-old black female, 5'9" tall, with a thin build. Officers performed an area search and located the suspect near the intersection of Northwest 8th Avenue and Northwest Couch Street. The suspect was taken into custody and transported to the Portland Police Bureau's Detective Division.

The victim was provided medical aid by on scene emergency medical responders and did not require transport to a hospital.

Welcome to the Oregon FBI's Tech Tuesday segment. This week: building a digital defense against lottery scams.

Do you ever daydream about what you would you do if you won the lottery? Even if you only buy a ticket once in awhile, I would bet that many of you do what I do -- and that is regularly dream of a life suddenly enriched by millions of dollars. Unfortunately, criminals know how to capitalize on your financial fantasies. In 2016, 72 Oregonians reported to the FBI's Internet Crime Complaint Center that they had been victimized in a lottery scam.

So what is a lottery scam? It starts when you receive a notification that you hit the jackpot. The notification might come in the form of a phone call, letter or email, and it can be pretty convincing. The voice on the other end of the line might sound very professional, or the letter might be from a legitimate-sounding organization. The scammer wants to sound genuine, because he needs you to trust him as he launches into Phase 2.

Phase 2 starts when the scammer asks for money or information. You need to give him your bank account info so he can send you your money, of course. Or, you need to pay taxes before you can receive your winnings. Sounds reasonable, I guess? Or, you just need to pay for a few legal documents to be created. Whatever the excuse, the fraudster needs you to do something before you can claim your prize. Usually, the amounts he asks you to pay initially won't be very large, because he wants to keep stringing you along for as long as he can. In the end, though, these small payments add up. Some victims have lost hundreds of thousands of dollars over the course of many years.

So how do you protect yourself?
* Be wary of strangers offering you lots of money. If it sounds too good to be true, it probably is.

* Be cautious when dealing with individuals outside of your own country. Note that it is a violation of federal law to play a foreign lottery via mail or phone.

* Beware of lotteries that charge a fee prior to the delivery of your prize.

* Don't give your banking information to strangers or unfamiliar organizations.

* Remember, if you didn't enter a lottery, you probably didn't win one.

On Friday November 3, 2017, investigators with the Portland Police Bureau's Drugs and Vice Division responded to the 6000 block of Southeast 111th Avenue after receiving an anonymous tip about illegal marijuana processing.

During the preliminary investigation, officers learned that subjects were delivering hundreds of harvested marijuana plants to a warehouse. As officers investigated the drug complaint, they contacted a person associated with the warehouse. The person claimed to be responsible for the warehouse and the delivery of the marijuana.

When officers entered the warehouse, they discovered sixteen people working within the building. The people were processing the drying marijuana plants. Officers also contacted several individuals who provided documentation about the marijuana. According to the documents, the marijuana was being grown for five patients under the Oregon Medical Marijuana Program. The individuals claimed they were in the process of obtaining their "Recreational License" through the Oregon Liquor Control Commission (OLCC), but no license had been granted. Based on information learned during the investigation, officers believed the operation was in excess of the total 30 mature plants allowed under the Oregon Medical Marijuana Program guidelines.

Officers processed the operation and seized an estimated 500 mature marijuana plants weighing 2,998.2 pounds. The case is being reviewed by the Multnomah County District Attorney's Office for prosecution.

November 7, 2017 -- A Hillsboro woman attempted to ram three people as they fled in a vehicle. The woman later crashed into multiple patrol cars during a pursuit, injuring one deputy.

On November 7, 2017, at 3:47 a.m., Washington County Sheriff's Office deputies and Forest Grove Police officers responded to a disturbance in the 7000 block of Highway 47 outside Forest Grove. The caller reported that another female was following her in a vehicle and attempting to ram her car.

A Forest Grove officer located the suspect vehicle on Highway 47 and attempted to stop it, but the driver sped off. The driver led deputies and the officer on a pursuit down Highway 47, through Forest Grove, and onto Poplar Street.

The driver rammed a Sheriff's Office patrol car, and once she reached the end of the dead-end street, turned and rammed another deputy's vehicle head-on. A third patrol vehicle was damaged while taking the suspect into custody.

The driver, 38-year-old Crystal Elliott of Hillsboro, was taken to a local hospital for evaluation. She was later arrested and lodged at the Washington County Jail on charges of attempted assault in the first degree (thee counts), assault on a peace officer, assault in the third degree, attempt to elude, criminal mischief in the first degree (two counts), reckless driving, and two outstanding warrants from Washington and Tillamook counties.

One deputy sustained minor injuries as a result of Ms. Elliott ramming his patrol car. The occupants of the victim vehicle- a male, two females, and a dog- were not injured.

Detectives with the Portland Police Bureau Detective Division's Homicide Detail continue to investigate this shooting.

Preliminary information suggests there was a disturbance prior to the shooting. When Portland Police and Portland State University Public Safety officers arrived they found an adult male in front of the Subway located at 1717 Southwest Park Avenue. Officers provided the man medical aid, but emergency medical responders determined he was deceased.

During the preliminary investigation, officers contacted witnesses who reported seeing several people running from the location shortly after hearing gunfire.

Officers searched the neighborhood and did not locate a suspect. Evidence of gunfire was located in the area near the Subway restaurant.

Criminalists with the Forensic Evidence Division have responded to assist with the investigation. A member of the Oregon State Medical Examiner's Office will also respond to the location.

The victim will be identified once the Oregon State Medical Examiner's Office has completed an autopsy and next of kin have been notified.

Based on information learned at this point in the investigation, detectives do not believe there is a danger to the public.
