Firefighters were dispatched to an apartment fire (929 SW Salmon St) at 9:23PM. Initial reports indicated that the third floor was filling up with smoke and that residents were evacuating the building. Fire crews quickly made their way to the fire room and put out the remaining fire. The building's sprinkler system helped contain the fire, giving the firefighters the needed time to simultaneously do a search of the unit. There is an investigator on scene to determine the cause and assess damage. No one was injured during this incident.

Heating is the second leading cause of home fires (USFA). Portable space heaters are the top cause of fire deaths from home heating equipment.

- Never use the stove or oven to heat your home.

- Keep space heaters at least three feet away from anything that can burn, including furniture, blankets, curtains, and paper products.

- Choose space heaters that turn off automatically if they tip over.

- Never use a space heater to dry clothing.

- Avoid kerosene heaters. They can emit poisonous fumes.

On 11-05-17 at about 6:00 pm, Deputies with the Clackamas County Sheriff's Office responded to a report of a shooting in the area of 3710 SE Concord Rd., in unincorporated Clackamas County. Deputies arrived and secured the area, and found an injured 17 year old male. Deputies provided emergency medical care to the male until members of Clackamas Fire District #1 and American Medical Response arrived, and subsequently transported the male to a local area hospital. His injuries do not appear to be life-threatening.

Detectives with the Clackamas County Sheriff's office are actively working to identify and contact witnesses, while crime scene investigators process the scene for evidence. There is only one victim, and investigators do not believe there is any ongoing danger to the public.

November 5, 2017 -- A pedestrian crossing Highway 99W at SW Fischer Road was struck by a vehicle and died at the scene. Sheriff's Deputies are continuing their attempts to identify the man.

On November 4, 2017, at 7:42 p.m., Washington County Sheriff's Office deputies responded to a traffic crash involving a pedestrian at Hwy 99W at SW Fischer Road in the Community of King City.

During the initial investigation, deputies learned that a pedestrian crossing Hwy 99W was struck by a GMC pickup traveling northbound. It was reported that a man ran across Hwy 99W while northbound traffic on Hwy 99W had a green light. One vehicle braked heavily and was able to avoid striking the man but as the man ran across the next travel lane, he was struck by the pickup.

Bystanders performed CPR on the man, who was later pronounced deceased at the scene. The man had no type of identification. Deputies have been attempting to identify the man with no success thus far.

The driver remained on scene and is cooperating with investigators. Life Flight responded to the scene but the man died prior to being transported to the hospital. The man is described as having light colored skin, about 30 years old, 5'6" tall, 150 pounds, with red hair and beard.

Members of the inter-agency Washington County Crash Analysis Reconstruction Team (CART) responded and are conducting a thorough investigation. Tualatin Valley Fire & Rescue and Metro West Ambulance responded to the crash. The investigation is in its initial stages, but impairment and speed are not believed to be contributing factors.

Sheriff's Deputies are requesting the public's assistance in identifying the man. Anyone with information concerning this case is asked to call 503-629-0111.

Detectives continue to investigate the incidents involving a suspect that approached and attempted to sexually assault women in downtown Portland during October.

During the investigations, detectives with the Portland Police Bureau and Beaverton Police Department learned the identity of the man they believed responsible for the incidents.

On Saturday November 4, 2017, Beaverton Police Department and Tigard Police Department officers located and arrested the suspect near the Washington Square Mall. After the suspect was arrested, detectives with the Portland Police Bureau Sexual Assault Detail transported him to the Portland Police Bureau Detective Division.

The suspect has been identified as 38-year-old Jeffrey C. Lane. Lane was lodged at the Multnomah County Jail on charges of Kidnap in the First Degree, Attempt Sodomy in the First Degree, Attempt Sexual Abuse in the First Degree, and Theft in the Third Degree. Lane will be arraigned on Monday November 6, 2017.

The Multnomah County District Attorney's Office is considering additional charges against Lane.

The Portland Police Bureau would like to alert the community about a report of a man attempting to sexually assault women in Downtown Portland.

On October 18, 2017, at 10:38 a.m., Central Precinct officers responded to the 500 Block of Southwest 5th Avenue on the report of a man threatening to sexually assault a woman. The woman had entered an elevator and a male followed shortly after. He stood close to the woman and threatened to sexually assault her. The woman successfully forced the man from the elevator and contacted police.

On October 27, 2017, at 8:49 p.m., officers responded to the report of an attempted sexual assault in the 700 Block of Southwest Morrison Street. During this incident, a woman was followed onto the elevator by an unknown male. The male later threatened to harm the woman if she did not comply with his demands. The man released the woman when another person observed the assault.

In both assaults, the man is described as a white male adult, 6'2" to 6'3" tall, weighing 250 pounds, with a muscular build, clean shaven, prominent chiseled jaw line, and wearing a hooded sweatshirt.

The Portland Police are releasing a surveillance video and photo of the subject. If any residents in the area of this incident have residential surveillance cameras, investigators are asking them to check recordings for any possible images of the suspect.

Today at about 12:25PM, Sandy Police received a report of a threat received by a student of an Estacada Public School. The threat involved a picture on social media, with the statement, "Don't go to school tomorrow". The picture was reported to be of a firearm.

Sandy Police officers investigated this threat, and contacted the juvenile subject who reportedly made it. The "firearms" turned out to be airsoft BB guns, whose realistic appearance had an alarming effect on the threat's recipient. These BB guns were turned over to the juvenile's parents, and the Clackamas County Juvenile Department will receive a copy of the investigation. School officials were notified of this incident.

The Sandy Police Department does not believe that there is or was any credible threat to any students, staff, or facilities of the Estacada School District, or the community at large, and anticipate no further action other than the conclusion of this investigation is necessary at this time.

UPDATE: MAJOR CRASH TEAM RESPONDING TO CRASH NEAR ST. JOHNS BRIDGE

The Portland Police Bureau Major Crash Team (MCT) continues to investigate a fatal two vehicle crash that occurred on Saturday November 4, 2017, on the St. Johns Bridge.

Based on information learned during the preliminary investigation, officers believe the driver of a white Kia Optima drove west across the St. Johns Bridge at a high rate of speed and failed to stop for a red light at the intersection of Northwest St. Johns Bridge and Northwest Bridge Avenue. At the same time the Optima failed to stop for a red light, a Ford F-150 arrived at a green light at the intersection and turned westbound onto the St Johns Bridge from Northwest Bridge Avenue. The Optima collided with the F-150, causing the F-150 to roll off the roadway and come to a stop on the truck's roof.

The two occupants of the F-150 were transported to an area hospital by ambulance with non-life-threatening injuries. Emergency medical personnel determined the driver of the Optima was deceased at the scene of the crash.

Speed is believed to be a factor in this crash.

This is the 40th traffic crash fatality investigated by the Portland Police Bureau Major Crash Team in 2017.

The identity of the person driving the Kia Optima will not be released until next of kin have been notified and the Oregon State Medical Examiner has completed an autopsy.

The Portland Police Bureau Traffic Division's Traffic Investigation Unit asks anyone with information to contact 503-823-2103.

SUSPECT ARRESTED AFTER DISTURBANCE IN NORTH PORTLAND (PHOTO)

On Saturday November 4, 2017, at 9:26 p.m., North Precinct officers responded to a disturbance in the 6700 block of North Fessenden Street.

As officers responded to the scene, emergency call-takers continued to worked to gather information about the exact nature of the disturbance. The first person to call to 9-1-1 stated they needed police and an ambulance, but did not provide additional information. The caller then immediately hung-up. A second call to 9-1-1 then came in and the caller said that someone was going to be injured. The 9-1-1 caller again stopped talking and the the call-taker could hear a disturbance in the background.

As officers arrived and approached the residence, the emergency call-taker received additional information from a caller. This caller stated the suspect possessed a knife. The information was relayed to the arriving officers. Officers could see a figure inside the apartment swinging his arms and observed another person that appeared to try and protect him or herself from the suspect.

Officers proceeded toward the apartment. A man exited the apartment and approached the officers with what appeared to be a knife in his hands. Officers instructed the suspect to drop the object in his hand multiple times. The man eventually threw the object to the ground a short distance from where he was standing. As officers continued to provide the man instructions so they could check on the welfare of the occupants in the apartment, the man refused to follow their directions. During this time, a dog exited the apartment and barked, growled and charged at an officer. The officers requested the owner take control of the dog as the officer attempted to back away from the dog. The dog continued to lunge and snap at the officer. The owner could not gain control of the dog. As the dog continued to lunge at the officer, another officer continued to provide instructions to the suspect. An officer fired his handgun, striking the dog once.

The officers continued to provide the suspect instructions. The suspect would not comply and walked in the direction of the knife and the apartment. Officers believed he may attempt to re-enter the apartment. Officers deployed their Taser at the suspect, at which time he was taken into custody.

Once the suspect was taken into custody, the dog's owner transported the dog to an area emergency veterinary clinic. The dog is a two-year-old pit bull and is currently in stable condition, recovering from its injuries.

As officers investigated, they determined the suspect held a 12-inch long knife sharpening rod, as he approached officers.

The suspect was identified as 38 year-old Emanuel Manzanares. Manzanares was lodged at the Multnomah County Jail on charges of Menacing and Domestic Violence Harassment.

"The safety of officers and the community we serve is my top priority. Officers are placed in quickly evolving events on a daily basis. As is standard procedure, the use of force review for this incident was initiated and will be investigated by the officers' command staff and the Portland Police Bureau's Professional Standards Division," Chief Outlaw said.

Lebanon Fire District battles a second alarm rural fire. The fire was reported by the land owner at 2:00pm. The first arriving engine quickly called the second alarm to ensure adequate personnel and water arrived to extinguish the fire. The fire consumed a manufactured home and a large "A" frame car port. It took thirteen firefighters almost two hours to extinguish the fire. Fire crews kept the fire from spreading to brush and trees that were very close to the buildings. On Friday November 3, 2017, the Portland Police Bureau's Sex Trafficking Unit (STU) arrested a 41-year-old man in connection with online luring of a child.

Jason J. Paul of Portland was arrested and booked into the Multnomah County Jail on charges of Purchase Sex with a Minor, Online Sexual Corruption in the First Degree, Online Sexual Corruption in the Second Degree, Attempt Rape in the Third Degree, Attempt Sexual Abuse in the Second Degree, Patronizing Prostitute, and three counts of Luring a Minor.

The investigation started on Tuesday October 31, 2017, when Paul initiated contact with an undercover officer who posed as an underage female on a social media account. Paul expressed a desire to meet with her for purposes of a sexual nature.

Paul designated a time and location in Northeast Portland to meet the juvenile female. When he arrived at the location the Portland Police Bureau's Sex Trafficking Unit took him into custody.

Narrative:

Throughout the early morning hours of November 3, 2017 detectives with the Central Oregon Major Incident Team investigated an officer involved shooting in Madras Oregon.

The incident started on Highway 97 near Lava Butte where a Deschutes County Sheriff's Deputy noticed a previously reported stolen vehicle traveling north on Highway 97. A second stolen car was noticed traveling northbound near the first reported vehicle by a second Deschutes County Sheriff's Deputy. Both cars were followed north onto the Bend Parkway. The stolen vehicles were a 2007 Toyota Highlander and a 2004 Chevrolet Venture (minivan).

Officers from the Bend Police Department assisted the Deschutes County Sheriff's Office in an attempt to stop both vehicles. The Toyota Highlander stopped on the Parkway near Robal Road. The occupant in this vehicle was taken into custody without incident during a high risk stop. This occupant was identified as Corey Joseph Gallagher, who was lodged at the Deschutes County Jail for Criminal Conspiracy, Theft I and Unauthorized Use of Motor Vehicle.

The Chevrolet Venture continued north on Highway 97 disregarding multiple police officers attempting to stop it. Law enforcement was able to successfully deploy the spike strips on multiple occasions during the duration of the pursuit on this vehicle.

The Chevrolet Venture continued northbound on Highway 97 as it was pursued by the Oregon State Police and the Deschutes County Sheriff's Office. Prior to going into Jefferson County, Deschutes County Sheriff's Office discontinued their pursuit of the van. As the pursuit entered Jefferson County, the Jefferson County Sheriff's Office joined the Oregon State Police in pursuit of the minivan.

The minivan continued into Madras, where it lost control and came to rest at L Street at Highway 97. The suspect, armed with a semi-automatic pistol, exited the minivan and confronted the officers. Both an Oregon State Police Sergeant and Jefferson County Sheriff's Deputy discharged their firearms at the suspect. The suspect was airlifted to St Charles Bend for injuries sustained during the officer involved shooting. The condition of the suspect is not known at this time. The suspect's firearm was located at the scene.

The occupant of the minivan was identified as Christopher James Thomas Sweeney, an 18 year old Sunriver resident.

The involved officers have been placed on paid administrative leave pending the completion of the investigation. This is standard procedure and consistent with Senate Bill 111 investigation protocols.

Because this is an ongoing investigation, no further information will be released at this time.

Ryan Grimaldi, a Hillsboro firefighter/paramedic for 6 years died while on a hunting trip on Friday, November 3, in the mountains of Morrow County Oregon. A falling tree caused his death.

To honor their fellow firefighter, members of the Hillsboro Fire Department will be traveling to the town of Heppner on Sunday to escort his body back to Tualatin. Additionally, members are wearing mourning bands over their badges through the day of his memorial service.
