On Wednesday, Oct. 25, 2017, the Clackamas County Sheriff's Office Child Abuse Team, with the assistance from the U.S. Marshals Office, arrested 48-year-old John David Bowe in Pomona, CA on the following charges:

- 2 counts of Sexual Abuse in the First Degree
- 2 counts of Sodomy in the First Degree
- 1 count of Luring a Minor
- 1 count of Online Sexual Corruption of a Child

Mr. Bowe was arrested following an investigation into allegations he had sexually assaulted a 13-year female victim during the early morning hours of Monday, October 16, 2017 in unincorporated Clackamas County, near Sandy.

A photo of John Bowe is attached. He has been a registered sex offender in California since March 2002.

Through the investigation, Sheriff's Office detectives learned that Mr. Bowe is known to have frequented locations where children congregate. Mr. Bowe is believed to also have had contact with multiple families with minor children.

Detectives are seeking information on any other potential victims of Mr. Bowe.

Sex Offender Arrested for Exposing Himself, Touching Girls

November 8, 2017 -- A sex offender was arrested after he exposed his penis and touched girls at local Dollar Tree stores in September and October. Detectives believe there could be more victims.

On Wednesday, September 6, 2017, Washington County Sheriff's Office deputies responded to the Dollar Tree store at 13575 NW Cornell Road in Cedar Mill on a report that an unknown adult male exposed his penis to a six-year-old girl.

On Wednesday, October 11, 2017, deputies were called to the Dollar Tree store at 17475 SW Farmington Road in Aloha on a report that an unknown man inside the store exposed his penis to six and seven-year-old girls and also sexually touched them.

Dollar Tree cooperated with investigators. During the investigation, the suspect was identified as Samuel T. Burris, 44, of Beaverton. Mr. Burris is required to register as a sex offender due to a prior conviction in Washington. He has no connection to Dollar Tree.

On the evening of November 7, 2017, detectives arrested Mr. Burris at his home and charged him with two counts of sexual abuse in the first degree, three counts of public indecency and one count of resisting arrest. His bail has been set at $250,000.

One victim's mother is willing to speak with the media.

OFFICERS RESPOND TO DISTURBANCE IN PORTLAND'S BUCKMAN NEIGHBORHOOD - ONE PERSON DECEASED

On Tuesday November 7, 2017, at 11:24 p.m., Central Precinct officers responded to the report of a stabbing in the area of Southeast 2nd Avenue and Southeast Morrison Street.

When officers and emergency medical personnel arrived on scene they located an adult male lying on the ground. A large amount of blood was observed around the man as emergency responders approached. Medical personnel provided the victim medical aid and transported him by ambulance to an area hospital where died of his injuries.

Based on preliminary information, investigators believe the victim and the suspect were involved in a fight on Southeast Morrison Street east of Southeast Water Avenue. During the fight the victim sustained serious injuries but was able to walk to Southeast 2nd Avenue and Southeast Morrison Street, where he fell to the ground. Community members observed the victim on the ground and called 9-1-1.

Officers continue to search for the suspect in this incident.

Detectives with the Portland Police Bureau's Homicide Detail and criminalists with the Forensic Evidence Division are responding to assist with this death investigation.

A member of the Oregon State Medical Examiner's Office will perform an autopsy in the coming days to attempt to identify a cause of death. The cause of death and identity of the victim will not be released until after the autopsy and the next of kin have been notified.

This investigation is in its early stages and there is no additional information available at this time. Additional information will be provided through updates to this release when available.

The PIO is not responding to the scen of this investigation at this time.

On Wednesday November 8, 2017, at 1:14 a.m., North Precinct officers responded to the report of a pedestrian struck by a vehicle on southbound Interstate 5 near the Northeast Skidmore Street overpass.

Officers and emergency medical personnel arrived on scene and located a woman laying in the travel lanes of Interstate 5 roadway. The woman was suffering from catastrophic injuries. Medical personnel determined the woman was deceased.

Officers contacted the person who contacted 9-1-1 and determined the driver and vehicle that had struck the woman had left the crash scene.

The Portland Police Bureau Major Crash Team responded to the area to take over the investigation.

This investigation is in its early stages and more information will be provided as the investigation continues.

Southbound Interstate 5 will remain closed for the next five to six hours as officers investigate this fatal crash.

This is the 45th Major Crash Team investigation in 2017.

On Tuesday November 7, 2017, at 11:19 p.m., East Precinct officers responded to the report of a shooting in the 1800 block of Southeast 130th Avenue.

Prior to officers responding to the scene, there were multiple callers to 9-1-1 that reported hearing gunfire. When officers arrived in the area they did not locate any victims with gunshot injuries. As officers canvassed the area they located evidence of gunfire, including blood and a home in the 12900 block of Southeast Mills Street with a bullet strike.

No suspects were located during an area search of the neighborhood.

As officers continued their investigation they learned the shooting was likely connected with an earlier fight at Rachel's Bar and Grill, located at 12510 Southeast Division Street.

Approximately 30 minutes after the initial calls to 9-1-1, an area hospital contacted police when a gunshot victim arrived at the hospital by private vehicle. The gunshot victim had sustained serious non-life-threatening injuries as a result of this shooting.

Based on information learned during the investigation, the Gang Enforcement Team responded to the location and assisted with the investigation.

This is the 98th major crime incident investigated by the Gang Enforcement Team in 2017.

Today at approximately 3:00 p.m., deputies with the Marion County Sheriff's Office were called to the area of Lancaster Drive NE near Winema Drive NE after a passenger car struck a Salem City bus. The vehicles which were both southbound at the time of the crash collided after the passenger car changed lanes into the side of the bus.

The bus which was carrying approximately 10 passengers reported no injuries. The vehicles driver and her two small children were all transported to the Salem Hospital with minor injuries. This is an ongoing investigation and deputies believe speed was a factor.

The Sheriff's Office is not prepared to release any information pertaining to the driver of the vehicle at this time. The southbound lanes of Lancaster were closed for just over an hour. Regular traffic has resumed in the area.

This release will be updated if the subsequent investigation is determined to be criminal. That time frame is not yet known.
