November 6, 2017 -- At 7:56 a.m., an alert member of the public located the vehicle associated with Mr. Petersen unoccupied in a gravel parking lot in the 3500 block of Northwest Cornell Road in Portland.

Portland Police Bureau (PPB) officers responded and conducted an initial search of the Forest Park area.

A backpack belonging to Annieka was located inside the truck. PPB towed the vehicle for evidence processing.

Anyone with specific information pertaining to how long the vehicle had been parked at the location is asked to contact PPB Detective Heidi Helwig via email at heidi.helwig@portlandoregon.gov.

Anyone with information on the whereabouts of Mr. Petersen or Annieka is asked to call Washington County non-emergency dispatch at (503) 629-0111.

Detectives Asking For Public's Help Locating Missing 15-Year-Old

November 2, 2017 -- Washington County Sheriff's Office detectives are asking for the public's assistance locating 15-year-old Annieka Vaughan, who ran away from her residence in Aloha on October 30, 2017.

Detectives believe Annieka is likely with 23-year-old Zachary Petersen of Pasco, WA, who is the suspect in a sexual abuse investigation being conducted by the Benton County Sheriff's Office. Annieka is the alleged victim in that case.

Mr. Petersen also went missing on October 30, which was reported to the Pasco Police Department. Prior to disappearing, Mr. Petersen called the crisis line in Washington. He is believed to be suicidal and possibly in possession of a firearm.

Annieka is described as 5'9" tall, 150 pounds, with brown shoulder length hair and brown eyes. Mr. Petersen is described as 5'10" tall, 150 pounds, with buzzed brown hair and brown eyes.

Mr. Petersen is known to drive a white 1998 Ford F-250 extended cab truck bearing the Washington license plate C20874C. His last known location was in the Portland area, but detectives believe he is possibly traveling to Seaside, OR or Sacramento, CA.

November 6, 2017 -- The pedestrian struck and killed while crossing Highway 99W at Southwest Fischer Road on Saturday has been identified as 27-year-old Peter Emery of Sherwood. He was identified using fingerprint forensics technology. His family has been notified. The original media release is below.

Deputies Attempting to Identify Pedestrian Killed

November 5, 2017 -- A pedestrian crossing Highway 99W at SW Fischer Road was
struck by a vehicle and died at the scene. Sheriff's Deputies are continuing their attempts to identify the man.

On November 4, 2017, at 7:42 p.m., Washington County Sheriff's Office deputies
responded to a traffic crash involving a pedestrian at Hwy 99W at SW Fischer Road
in the community of King City.

During the initial investigation, deputies learned that a pedestrian crossing Hwy 99W was struck by a GMC pickup traveling northbound. It was reported that a man ran across Hwy 99W while northbound traffic on Hwy 99W had a green light. One vehicle braked heavily and was able to avoid striking the man but as the man ran across the next travel lane, he was struck by the pickup.

Bystanders performed CPR on the man, who was later pronounced deceased at the scene. The man had no type of identification. Deputies have been attempting to identify the man with no success thus far.

The driver remained on scene and is cooperating with investigators. Life Flight responded to the scene but the man died prior to being transported to the hospital. The man is described as having light colored skin, about 30 years old, 5'6" tall, 150 pounds, with red hair and beard.

Members of the inter-agency Washington County Crash Analysis Reconstruction Team (CART) responded and are conducting a thorough investigation. Tualatin Valley Fire & Rescue and Metro West Ambulance responded to the crash. The investigation is in its initial stages, but impairment and speed are not believed to be contributing factors.

Sheriff's Deputies are requesting the public's assistance in identifying the man. Anyone with information concerning this case is asked to call 503-629-0111.

On November 2, 2017 at approximately 1:15pm, OSP Troopers and emergency personnel responded to the report of a two vehicle crash on Highway 20 near milepost 81 (just east of the Santiam Summit).

Investigation revealed a 2003 Ford Van towing a trailer traveling eastbound on Highway 20 when it crossed the double centerline and struck a westbound 2010 Subaru Legacy head-on. The driver of the Subaru, Linda A DAVIS, age 70, of Stayton, was pronounced deceased at the scene. The driver of the Ford, a 47 year old male, was also pronounced deceased. His identity is still being withheld at this time as his family has not yet been located.

Highway 20 was completely closed for about one hour until one alternating lane was opened for traffic.

On 11/04/2017 at about 1944 hrs., police conducted a traffic stop for a violation in the 200 block of Highway 224. A passenger, Anthony A. Piccolo (35, of Estacada) had a warrant for his arrest. He was arrested and transported to the Clackamas County Jail, where he was lodged on $2,500 bail.

On 11/04/2017 at about 1945 hrs., police stopped a vehicle for a moving violation on NE 6th Avenue near NE Cemetery Road. The driver was found to be driving suspended and uninsured. The vehicle was impounded and the driver was cited.

ODOT: East. Ore.: I-84 remains closed EASTBOUND and WESTBOUND due to crash involving hazardous materials in the WB lanes at MP 233 near Meacham. The EASTBOUND freeway is closed at Exit 216 six miles east of Pendleton. The WESTBOUND freeway is closed at Exit 374 in Ontario due to no room left for trucks to park in La Grande and Baker City. Icy conditions are present along the freeway between La Grande and Pendleton and additional crashes were reported along this route. Hazardous material were listed as being on board the truck that crashed at MP 233, which prompted the EB freeway closure. The closure will remain in place until on-scene Haz-Mat crews advise when it is safe to open the roadways. It is expected the freeway could be closed for several hours. The Portland Police Bureau Sunshine Division will open a second food pantry and clothing room facility on November 15, 2017, at 12436 SE Stark Street, Portland, OR 97233. The SE Stark location hours of operation will be Wednesday through Saturday 9:30am -- 11:30am and 12:30pm -- 3:30pm.

In response to the growing shift in poverty to the outer areas of East Portland, Sunshine Division will undergo the most significant, mission-related expansion in its 95-year history by making their no-cost food and clothing assistance programs more accessible to qualifying families and individuals in SE Portland.

Initial foundation and corporate funding partners of the program include: the Safeway Foundation through their HUNGERIS grant, Bank of America, Deacon Charitable Foundation, OnPoint Community Credit Union, Boeing Employee Community Fund, and Wells Fargo Bank. A Tigard Police Traffic Safety Officer en-route to an emergency call was struck by a vehicle shortly after 7:00 a.m. today. The crash in the northbound lanes of Pacific Highway just south of Greenburg Rd. in Tigard. The officer was transported to a local hospital and is reported stable. Firefighters were dispatched to an apartment fire (929 SW Salmon St) at 9:23PM. Initial reports indicated that the third floor was filling up with smoke and that residents were evacuating the building. Fire crews quickly made their way to the fire room and put out the remaining fire. The building's sprinkler system helped contain the fire, giving the firefighters the needed time to simultaneously do a search of the unit. There is an investigator on scene to determine the cause and assess damage. No one was injured during this incident.

Heating is the second leading cause of home fires (USFA). Portable space heaters are the top cause of fire deaths from home heating equipment.

On 11-05-17 at about 6:00 pm, Deputies with the Clackamas County Sheriff's Office responded to a report of a shooting in the area of 3710 SE Concord Rd., in unincorporated Clackamas County. Deputies arrived and secured the area, and found an injured 17 year old male. Deputies provided emergency medical care to the male until members of Clackamas Fire District #1 and American Medical Response arrived, and subsequently transported the male to a local area hospital. His injuries do not appear to be life-threatening.

Detectives with the Clackamas County Sheriff's office are actively working to identify and contact witnesses, while crime scene investigators process the scene for evidence. There is only one victim, and investigators do not believe there is any ongoing danger to the public.

Detectives continue to investigate the incidents involving a suspect that approached and attempted to sexually assault women in downtown Portland during October.

During the investigations, detectives with the Portland Police Bureau and Beaverton Police Department learned the identity of the man they believed responsible for the incidents.

On Saturday November 4, 2017, Beaverton Police Department and Tigard Police Department officers located and arrested the suspect near the Washington Square Mall. After the suspect was arrested, detectives with the Portland Police Bureau Sexual Assault Detail transported him to the Portland Police Bureau Detective Division.

The suspect has been identified as 38-year-old Jeffrey C. Lane. Lane was lodged at the Multnomah County Jail on charges of Kidnap in the First Degree, Attempt Sodomy in the First Degree, Attempt Sexual Abuse in the First Degree, and Theft in the Third Degree. Lane will be arraigned on Monday November 6, 2017.

The Multnomah County District Attorney's Office is considering additional charges against Lane.

The Portland Police Bureau would like to alert the community about a report of a man attempting to sexually assault women in Downtown Portland.

On October 18, 2017, at 10:38 a.m., Central Precinct officers responded to the 500 Block of Southwest 5th Avenue on the report of a man threatening to sexually assault a woman. The woman had entered an elevator and a male followed shortly after. He stood close to the woman and threatened to sexually assault her. The woman successfully forced the man from the elevator and contacted police.

On October 27, 2017, at 8:49 p.m., officers responded to the report of an attempted sexual assault in the 700 Block of Southwest Morrison Street. During this incident, a woman was followed onto the elevator by an unknown male. The male later threatened to harm the woman if she did not comply with his demands. The man released the woman when another person observed the assault.

In both assaults, the man is described as a white male adult, 6'2" to 6'3" tall, weighing 250 pounds, with a muscular build, clean shaven, prominent chiseled jaw line, and wearing a hooded sweatshirt.

The Portland Police are releasing a surveillance video and photo of the subject. If any residents in the area of this incident have residential surveillance cameras, investigators are asking them to check recordings for any possible images of the suspect.
