Vancouver, Wash. -- The West Van for Youth coalition has posted a survey to gather views on youth substance use from families and businesses in the west-side 98660, 98661 and 98663 zip codes.

The survey results will help the coalition know how to better serve youth in west Vancouver.

The coalition, made up of students, individuals and public and private agencies, works to promote healthy choices and reduce substance misuse among youth. It was established in 2011 as part of the Community Prevention and Wellness Initiative program funded and administered by the Washington State Department of Social and Health Services. Clark County is the fiscal agent for the coalition.

The survey, which is hosted on SurveyMonkey until Dec. 31, 2017, is anonymous. Responses will be kept confidential and reported only as aggregated data.

The survey is voluntary. A community member who takes the survey can decline to answer any question or stop the survey any time. The survey takes about 10 minutes to complete.

The survey is among several recent efforts by coalition members to raise awareness about youth substance use and encourage youths to participate in drug prevention activities. In late October, coalition volunteers:

* Planted 400 red tulip bulbs in downtown Vancouver and west-side neighborhoods.
* Helped Discovery Middle School students create posters to educate classmates about anti-substance use campaigns.

Portland, Oregon -- On Wednesday, Nov. 15, Portland General Electric, Pacific Power and NW Natural are recognizing Utility Scam Awareness Day. Together they are urging community members to be aware of ongoing attempts to defraud utility customers.

Many utility customers throughout Oregon are being targeted by impostor utility scams. Scammers typically use phone and in-person tactics to target these customers. Scammers pose as electric or natural gas company employees, and threaten customers with disconnection if they fail to make an immediate payment -- typically using a prepaid card or other non-traceable form of payment.

Scammers can be very convincing and often target those who are most vulnerable, including senior citizens and low-income communities. They also aim their scams at small business owners during busy customer service hours. However, with the right information, customers can learn to detect and report these predatory scams.

PGE, Pacific Power, and NW Natural urge customers to be aware of these signs of potential scam activity:
* Threat to disconnect: Scammers may make contact by phone and aggressively tell the customer his or her utility bill is past due and service will be disconnected if a payment is not made -- usually within less than an hour.
* Request for immediate payment: Scammers may instruct the customer to purchase a prepaid card -- widely available at retail stores -- and then call them back supposedly to make a bill payment to his or her utility company.
* Request for prepaid card: When the customer calls back, the caller asks the customer for the prepaid card's number, which grants the scammer instant access to the prepaid funds and the victim's money is gone.
In order to protect themselves, customers should know:
* Customers should never agree to immediate purchase of a prepaid card to avoid service disconnection or shutoff. Legitimate utility companies offer a variety of ways to pay a bill, including accepting payments online, by phone, automatic bank draft, mail, or in person. Depending on delinquency, certain forms of payment may no longer be an option. However, payment via a prepaid card will never be demanded.
* If someone threatens immediate disconnection or shutoff of service, customers should contact their utility company immediately. Customers with delinquent accounts receive a disconnection notice in advance by mail. Companies never send a single notification one hour or less before disconnection. A legitimate utility company employee will allow the customer to call the office to discuss arrangements.
* If customers suspect someone is trying to scam them, they should state that they are calling their utility company for verification. They should then call the number on their monthly bill or the company's website, not the phone number the scammer provides. If customers ever feel that they are in physical danger, they should call 911.

Customers who suspect that they have been victims of fraud, or who feel threatened during contact with one of these scammers, should contact local law enforcement authorities.

On Sunday November 12, 2017, at 7:59 p.m., East Precinct officers responded to the report of a pedestrian struck by a vehicle near the intersection of Southeast Stark Street and Southeast 146th Avenue.

Officers and emergency medical responders arrived at the crash and found a 40-year-old male on the roadway. Emergency medical personnel determined the man was deceased.

Based on the information learned during the preliminary investigation, officers believe the pedestrian was on Southeast Stark Street when he was struck by a vehicle traveling on Southeast Stark Street.

The driver of the vehicle that struck the pedestrian remained at the crash location and is cooperating with investigators.

The Portland Police Bureau Traffic Division's Major Crash Team is responding to continue this investigation. Criminalists with the Forensic Evidence Division are also responding to assist with the investigation.

Southeast Stark Street will be closed between Southeast 143rd Ave and Southeast 148th Avenue for the next three to four hours.

Anyone with information about this crash is asked to contact the Portland Police Bureau non-emergency-line at 503-823-3333.

No additional information is expected to be released this evening regarding this crash.

November 12, 2017 -- Sheriff's detectives need the public's help to locate possible additional sex abuse victims following an arrest.

On Thursday, November 9, 2017, a Beaverton man turned himself into the Washington County jail in regards to a warrant for his arrest.

Several children disclosed that they had been sexually abused multiple times over a period of time by Shuddhodan Man Ranjit, 51, of Beaverton (booking photo inset). The abuse was reported to occur at his Taekwondo studio located at 8907 SW Canyon Road in Beaverton. Sheriff's Office Child Abuse Unit detectives investigated and found evidence which corroborated the sexual abuse.

On November 9, 2017, a Washington County grand jury indicted Mr. Ranjit on the following charges:

* Sexual Abuse I (twelve counts)
* Sexual Abuse II (three counts)

Shuddhodan Man Ranjit is currently lodged in the Washington County jail and is held on $750,000 bail.

When deputies arrived they found a male deceased on the ground near that location and the suspect had fled the scene. There were several witnesses to the incident.

Due to this incident and the ongoing criminal investigation, McLoughlin Blvd in both directions will be closed at SE Concord Rd. Southbound traffic is closed at SE Risley Ave. Hwy 99E is expected to be closed for several hours.

Media staging area is at the Walmart located at 15600 SE McLoughlin Blvd.

Along with deputies, Officers from Portland Police Bureau, Gladstone Police, and Oregon City Police Departments also responded to the scene.
